NOTICE IS HEREBY GIVEN that the Commission will hear and consider oral or written testimony presented by any affected agency or any interested person who wishes to appear.  Proponents and opponents, or their representatives, are expected to attend the hearings.

From time to time, the Chair may announce time limits and direct the focus of public comment for any given proposal. 

For agenda items not requiring a formal public hearing, the Chair will ask for public comments.  For formal public hearings the Chair will announce the opening and closing of the public hearing. 

If you wish to speak, please complete a speaker’s card and approach the podium; speak clearly into the microphone, start by stating your name and address for the record. 

Campaign Contribution Disclosure
If you are an applicant or an agent of an applicant on a matter to be heard by the Commission, and if you have made campaign contributions totaling $250 or more to any Commissioner in the past 12 months, Government Code Section 84308 requires that you disclose the fact, either orally or in writing, for the official record of the proceedings. 

Notice of Intent to Waive Protest Proceedings
In the case of annexations and detachments it is the intent of the Commission to waive subsequent protest and election proceedings provided that all of the owners of land located within the proposal area have consented and those agencies whose boundaries would be changed have consented to the waiver of protest proceedings.

American Disabilities Act Compliance
LAFCO will provide reasonable accommodations for persons with disabilities planning to attend meetings who contact the LAFCO office at least 24 hours before the meeting, at 925-335-1094. An assistive listening device is available upon advance request.

6. LAFCO 08-23 – Dougherty Valley Annexation #12 to the City of San Ramon (Gale Ranch Phase 3): Proposed annexation of 105+ acres generally located adjacent to the current eastern City limits of the City of San Ramon (numerous parcels)

7. LAFCO 07-27 – Incorporation of the Town of Alamo – Adoption of Initial Study/Negative Declaration: Public Hearing to adopt the Negative Declaration and corresponding Initial Study relating to the proposed incorporation of the Town of Alamo
 

PROPOSED SPHERE OF INFLUENCE CHANGES

8. LAFCO 07-27 – Sphere of Influence (SOI) Amendments – City of Walnut Creek and Town of Danville:  Proposed detachments from the City of Walnut Creek’s SOI of 101+ acres and from the Town of Danville’s SOI of 8.06+ acres in conjunction with the proposed incorporation of the Town of Alamo 
 
PROPOSED BOUNDARY CHANGES
9. LAFCO 07-27 – Incorporation of the Town of Alamo: Public Hearing to consider the proposed incorporation of the Town of Alamo, adoption of a Sphere of Influence for the new town, and corresponding detachments from and dissolutions of various County Service Areas.  The proposed incorporation boundary includes 9.87+ square miles bounded by the City of Walnut Creek and unincorporated territory (“Tice Valley”) to the north, the Town of Danville to the south, Las Trampas Regional Wilderness to the west, and Mt. Diablo and Diablo Foothills State Parks to the east
