NOTICE IS HEREBY GIVEN that the Commission will hear and consider oral or written testimony presented by any affected agency or any interested person who wishes to appear.  Proponents and opponents, or their representatives, are expected to attend the hearings.

From time to time, the Chair may announce time limits and direct the focus of public comment for any given proposal. 

For agenda items not requiring a formal public hearing, the Chair will ask for public comments.  For formal public hearings the Chair will announce the opening and closing of the public hearing. 

If you wish to speak, please complete a speaker’s card and approach the podium; speak clearly into the microphone, start by stating your name and address for the record. 

Campaign Contribution Disclosure
If you are an applicant or an agent of an applicant on a matter to be heard by the Commission, and if you have made campaign contributions totaling $250 or more to any Commissioner in the past 12 months, Government Code Section 84308 requires that you disclose the fact, either orally or in writing, for the official record of the proceedings. 

Notice of Intent to Waive Protest Proceedings
In the case of annexations and detachments it is the intent of the Commission to waive subsequent protest and election proceedings provided that all of the owners of land located within the proposal area have consented and those agencies whose boundaries would be changed have consented to the waiver of protest proceedings.

American Disabilities Act Compliance
LAFCO will provide reasonable accommodations for persons with disabilities planning to attend meetings who contact the LAFCO office at least 24 hours before the meeting, at 925-335-1094. An assistive listening device is available upon advance request.

7. LAFCO 07-29 – Signature at Veranda LLC (Nove) Annexation to CSA L-100:  proposed annexation of 29.54+ acres located at the southeast corner of Pittsburg and Richmond Parkway in unincorporated North Richmond (APNs 408-170-072 and 408-180-010)
8. LAFCO 08-09 - Dutra and Adjoining Properties Annexation:  proposed annexation to East Contra Costa Irrigation District (603+ acres) located generally south and east of the intersection of Walnut Boulevard and Marsh Creek Road (numerous parcels)
9. LAFCO 08-10 – 1875 Loveridge Road Annexation:  proposed annexation to Delta Diablo Sanitation District (2.53+ acres) located at same address in Pittsburg (APNs 073-190-022/023)
10. LAFCO 08-13 – DiMaggio Annexation to CSA L-100:  proposed annexation of 10+ acres located at 950 Northgate Road in the unincorporated Walnut Creek area (APN 138-200-003)
11. LAFCO 08-15 – Phillips Annexation to CSA L-100:  proposed annexation of 1.45+ acres located at 111 Paulson Lane in the unincorporated Walnut Creek area (APN 184-100-027)
 
PROPOSED BOUNDARY CHANGES
12. LAFCO 08-03 – Annexation 166 to Central Contra Costa Sanitary District:  proposed annexation of 88+ acres located in six separate annexation areas in Lafayette, Martinez and Orinda
This proposal was approved by the Commission on April 9, 2008.  The staff will report on the results of the protest hearing, and present a resolution either ordering or terminating the annexation.
13. LAFCO 08-16 – San Pablo Dam Road Annexation to CSA L-100:  proposed annexation of 24+ acres located along San Pablo Dam Road and surrounding areas in El Sobrante area (numerous parcels)
14. LAFCO 06-16 - Mirant Power Plant Reorganization:  proposed annexations to City of Pittsburg (1,467+ acres) and Delta Diablo Sanitation District (1,427+ acres) generally located north of Willow Pass Road and south of Suisin Bay, which includes the Mirant Power Plant and surrounding properties (numerous parcels)
15. LAFCO 07-23 -Sky Ranch II Reorganization: proposed annexations to City of Pittsburg, Contra Costa Water District and Delta Diablo Sanitation District (160+ acres) generally located at the terminus of Ventura Drive, south of the existing Highlands Ranch subdivision and approximately one mile southwest of the Somersville Road/Buchanan Road intersection in the unincorporated Pittsburg area (APNs 089-050-042/066/067)
 
MUNICIPAL SERVICE REVIEWS/SPHERE OF INFLUENCE ITEMS
16. Spheres of Influence – DDSD, CCCSD and CCWD – The Commission will discuss possible amendments to the Districts’ SOIs and related environmental review and provide direction to staff.

17. Adoption of Final Budget for FY 2008-09 - The Commission will consider adoption of the annual LAFCO budget
